摘要
战略环境评价（简称SEA）作为可持续发展的工具被广泛地提及。SEA不仅是对项目环境影响评价（简称EIA）的发展、提高和完善,而且有助于提高决策的质量和实施可持续发展。这里概述SEA产生的背景,同时对SEA的工作体系进行初步的探讨。
The potential of Strategic Environmental Assessment (SEA) as a sustainability development instrument has been widely mentioned. SEA is not only a promoted Environmental Impact Assessment (EIA) on the base of project EIA, but helps to raise the quality of decision-making and implement sustainable development. In this article, the concept, characters and necessity of SEA were presented and the primary working system of SEA was studied.
