摘要
《中华人民共和国环境影响评价法》及土地整理开发实践都要求对土地整理规划进行环境影响评价,但目前我国土地整理开发规划环境影响评价还处于探索阶段。文章从全国规划层面、区域性规划层面和项目规划层面构建了土地整理开发规划的环境影响评价体系,并提出了各层面的环境影响评价程序和方法,以期为完善我国土地整理规划环境影响评价提供参考。
Environmental impact assessment is required in the practice of land consolidation. However, this assessment in China is still at an exploratory stage, the related theories and system being imperfect. The paper proposes the environmental assessment system of land consolidation planning based on the analysis of the connotation and characteristic of environmental impact assessment of land consolidation planning. The paper also propose the procedure and the method of environmental impact assessment so as to improve and develop the environmental impact assessment of land consolidation planning.
