摘要
煤炭矿区总体规划在规范矿区开发秩序、合理开发资源方面起着重要的作用,因此国家要求煤炭项目建设"先规划,后单项",矿区总体规划成为单项工程立项核准的必需的前置条件。文章分析探讨了矿区总体规划在编制、实施中,存在勘查程度深度不足、井田划分不合理、规划能力缺乏前瞻性、地面设施难落实、总体规划修编不及时等问题,提出了初步的对策和建议,为矿区总体规划的编制、管理提供借鉴。
Coal mining area overall planning plays an important role in standardization of development order and rationalresources exploitation for coal mine area, so the state requires ＂overall planning before single project＂ in coal projectconstruction, and overall planning is the pre -condition for the approval single project. However, in many mining areas,many problems exist in drafting and implementation of the overall planning, such as insufficient exploration, unreasonablefield dividing, lack of foresight in production capacity planning, difficult implementation of ground facilities, and untimelyamendment, with all these problems the effect of overall planning is hard to fulfill. The problems was discussed andanalyzed, countermeasures and suggestions were proposed, providing reference for the compilation, mine general planningmanagement.
