摘要
鄱阳湖生态经济区风景名胜区众多、类型多样,对江西建设旅游强省具有举足轻重的作用。通过对鄱阳湖生态经济区风景名胜区进行实地调查和相关数据的整理发现,目前存在管理体制不顺、立法滞后、资金投入不足、保护与开发的矛盾突出等问题,提出应深化体制改革、构建高效的新型管理体系、建立合理的利益分配与补偿机制、正确处理政府和市场的关系、构建风景名胜区法制体系和建立完善的公众参与机制等,综合强化鄱阳湖生态经济区风景名胜区建设管理。
Poyang Lake Eco-economic Zone plays an important role when Jiangxi tries to be a province with strong tourism industry, because of its scenic spots. Base on a field survey and data reduction with Poyang Lake Eco-economic Zone, some problems are exposed, such as improper management system, legislation lags, inade-quate input of funds, the contradiction between protection and development and so on. The construction of scenic spots in Poyang Lake Eco-economic Zone should be strengthened by the following ways： Firstly, using the parti-tion management of scenic spots; secondly, building efficient new management system; thirdly, establishing a rea-sonable interest distribution and compensation mechanism; fourthly, handing correctly the relationship between government and market; fifthly, building legal system in scenic spots; and last, establishing a perfect public par-ticipation mechanism.
