摘要
政策工具是政府赖以推行政策的手段,也是政府促进政策执行时所采用的实际方法。以我国高等教育领域"211工程""985工程"等为代表的"教育工程",可以看作是一种能力建设导向的教育政策工具,是产生于我国特定的政治经济条件下,在高等教育领域行之有效的政策工具。然而,教育工程在实施中也表现出了一定的局限性,在实践中不断完善这一教育政策工具成为提高我国教育治理能力必须面对的挑战。
Policy instruments are the measures of policy implementation, it is also the actual methods used construction-oriented educational policy instrument. As an effective educational policy instrument especially in the field of higher education, it appeared in our specific political and economic conditions. Education project, however, also showed some limitations during the process of implementation. Practically, in order to improve the ability of education management in our country constantly, educational policy instruments' optimization becomes the urgent challenge that we must face.
