摘要
推动城乡基本公共服务均等化,是西部大开发升级转型、维护社会公正、促进人全面发展的迫切需要。西部地区基本公共服务在交通基础建设、教育、医疗卫生、社会保障和社会治理等方面面临严峻挑战。要围绕以人的权利和公正推动西部城乡基本公共服务均等化,从公众需求出发,在强化政府基本公共服务职能、推动城乡制度衔接、完善农村基本公共服务体系、创新基本公共服务供给模式方面进行突破和创新,不断提升西部人的自我发展能力。
To promote the equalization of the basic public services in urban and rural areas is an inevitable not only to upgrade for the western development, but also to maintain social stability and to promote the comprehensive development of the people in the western region in China. Basic public services in the western region are still facing serious challenges in the infrastructure construction such as the traffic, education, health care, social security, social governance and other aspects of the basic public services. To achieve the equalization of basic public services in western region should take on the development of human rights and justice aspects as the core, then from the public demand to can＇y out the overall advancement and breakthroughs of the basic public services. The breakthroughs and innovations express to the four areas which to strengthen the functions of government for the basic public services, to promote the convergence of systems on urban and rural areas, to perfect the rural basic public service system, and to be innovative supply model on basic public services. The purpose to achieve the equalization of basic public services is to enhance the ability of self-development of people in the western region.
