摘要
本文以"十二五"规划中提出的基本公共服务重点领域为基本框架,建立基本公共服务指标体系,从基本公共服务水平、基本公共服务进步、基本公共服务差异三个维度,对"十一五"期间基本公共服务发展水平进行评估。研究发现"十一五"时期各地区基本公共服务水平明显上升,基本公共服务进步程度存在一定差异,公共服务水平落后地区进步更快,基本公共服务地区差异缩小,基本公共服务水平总体趋同。
This article takes focus in basic public services proposed in the ＂12th Five Year Plan＂ as the basic framework, arming at establishing index system of basic public services and assessing the level of development of basic public services pro gress in the ＂Eleventh Five Year Plan＂ period from three dimensions, which are the basic level of public services, basic public services and basic public services differences. We find that there is significant increase over the level of basic public services in all regions and there are some differences in progress in basic public services, public service level progressing faster in backward areas, basic public services narrowing in regional disparities and there is convergence of basic level of public services during ＂Eleventh Five Year Plan＂ period.
