摘要
新城周边型城镇居住用地存在的主要问题:外来人口聚集,承载能力有限;回流人口增加,用地需求迫切;存量利用粗放,无法有效供给。居住用地供需矛盾的原因:"人""地"间匹配不充分,存量资源没能有效释放,旧村改造资金难平衡。解决新城周边型城镇居住用地问题的方向应该是促进人地匹配,主要途径是增加供给,在方法上可以考虑立足挖潜释放一部分、保障性住房对接一部分、新增供给满足一部分。促进居住用地供需均衡的建议:⑴引入市场机制"促一下",激活存量资源;⑵城乡统筹"进一步",缓解人口压力;⑶资金政策"帮一把",加快推进城镇化。
This paper first analyses the major problems concerning the residential land in the town around the new city. The major problems of focus include: immigrant population is boom, while the bearing capacity is limited; returning population is increasing, and the requirement of use land becomes urgent; stock land is utilized extensively, as a result, the effective supply cannot be achieved. Then this paper argues that the reasons behind the contradiction between supply and demand of residential land lie in the fact that: there is no adequate matching between human and land; stock resources are failed to effectively release; the fund balance for old village reconstruction is difficult. On account of this, this paper points out that to solve these problems, we should promote the man- land matching, and increase supply. On the methods, we could think of exploiting potentialities, indemnificatory housing, and new supply. Furthermore, we should introduce the market mechanism to activate the stock of resources, make efforts on overall urban-rural development to alleviate the pressure of the population, and accelerate the urbanization with good policies and sufficient funds.
