摘要
苏州历史文化名城保护规划以全面的名城保护观为指导,统筹协调保护、利用与发展的关系,在全面保护、合理利用的基础上,更注重专业保护、有效利用、特色发展、协调发展。规划构建了"三分"整体保护体系,对古城创新性的提出本体保护和系统保护,积极引导传统产业发展,合理优化古城人口,健全完善保障机制,系统建立历史文化信息档案,使保护和利用历史文化成为提升苏州可持续发展能力的方式,适应转型发展新形势。
Under the guidance of all-sided historic city conservation,Suzhou Conservation Planning has to coordinate the relationship among protection,utilization and development.The paper argues that while dedicated to all-sided conservation and rational utilization,Suzhou Conservation Planning should pay special attention to specialized protection,effective utilization,characteristic development and coordinated development.The Planning has established an integrated ＂three-dimensional＂ conservation system and innovatively proposed the concepts of noumenon conservation and system conservation,in the hope to actively guide the development of traditional industries,to reasonably optimize the population within the ancient city,to improve the safeguard mechanism and to systematically establish an archive for historical and cultural information.Through conservation and utilization of historic city,it is expected to promote the sustainability of Suzhou and to adapt the city to new transformations.
