摘要
通过对贵州和云南两省516名农村居民的实证调查,揭示了西南地区农村居民行政冲突中的多元应对方式及其对政府信任的影响。统计结果显示,农村居民应对"官—民"冲突的方式依次为"协商""体制内抗争""逃避""体制外抗争"。农村居民对基层政府表现出了较高的信任,且其政府信任程度受冲突应对方式的显著影响。与行政冲突中倾向于"协商"的居民相比,倾向于"逃避"和"体制外抗争"的居民,其政府信任要明显相对更低;倾向于"体制内抗争"的居民,其政府信任则没有显著差异。虽然体制外抗争和逃避对政府信任均具有负面影响,但前者对政府信任的消极影响相对更大,显著性更高。研究表明,加强政府信任建设,有必要引导民众更加理性地应对日益频繁的行政冲突。
By investigating 516 rural residents in Guizhou and Yunnan provinces,the study revealed the rural res-idents＇multiple modes of administrative conflict-resolution and their effect on government trust in the southwestChina. The statistical results showed that the rural residents coped with the “official-civil”conflict by successive-ly “consulting”,“institutionally resisting”,“escaping”and “uninstitutionally resisting”,and their trust in grass-roots governments displayed a high degree and was significantly affected by the modes of conflict-resolution. Com-pared with the residents who tended to consult when faced with administrative conflict,the ones who tended to es-cape or uninstitutionally resist showed significantly lower trust in governments,while the others who tended to in-stitutionally resist showed no significant differences in their trust in governments. Although either institutional re-sistance or escape has negative effect on government trust,the negative effect of the former was relatively largerand significantly higher. The results also showed that it was necessary to guide the public in coping with the in-creasingly frequent administrative conflicts more rationally in order to strengthen the construction of the govern-ment trust.
