摘要
权力清单所涵盖的范围就是行政权力的合法行使范围,清单以外就是行政权力不能随意进入的范围。在全面深化改革的背景下,权力清单制度是强化权力运行制约和监督、确保权力正确行使的重要制度。在宏观把握上,应严格树立原则纪律、汲取各地创新经验并统一全国规范;在中观战略上,可结合相关改革举措,采取广泛多层级的立体化推进形式;在微观战术上,应以严格的核查问责制度、信息化政府建设和协商式民主建设为配套保障;在深化实施时,则需深入研判法律约束、改革盲区和未来限度,从而把握改革脉络。
The areas covered in the power list are what the administrative power can lawfully exercise control of; and administrative power may not touch its fingers on other areas. Under the background of deepening reform comprehensively, the power list system is important in strengthening restriction and oversight of power use, and ensuring that the powers are correctly exercised. From the macro perspective, the government should implement strict principles and disciplines, and learn from the innovation experience of various localities and make a unified national standard; strategically, it can be promoted in a three-dimensional, multi-tiered manner, with the help of relevant reform measures; in terms of the specific methods, the government should take rdevant supportive measures, such as adopting a strict verification and accountability system, maMng itself information-based and developing deliberative democracy; in implementing it, the government need to deeply study and evaluate the legal constraints, the hard-to-reform areas and the future reform limits, so as to grasp the orientation of reform.
