摘要
西部地区在西部大开发过程中面临的最大挑战莫过于环境的破坏和恶化。文章立足于环境规制与技术创新的关系,利用1999-2012年我国西部地区11个省、自治区、直辖市的数据,基于命令控制型、市场激励型、隐性环境规制工具等视角实证分析了不同环境规制工具对西部地区技术创新能力的影响。实证结果显示,命令控制型、市场激励型环境规制工具对西部地区技术创新具有显著的正向影响,命令控制型环境规制工具对技术创新的促进作用显著高于市场激励型环境规制工具,隐性环境规制对技术创新有显著的抑制作用,技术创新投入对技术创新产出有显著的促进作用。因此,未来西部地区要完善命令控制型环境规制政策;加快西部地区的市场化进程建设,为市场激励型环境规制工具的有效实施创造一个良好的环境;提高西部地区公众的环保意识,发挥隐性环境规制的作用;继续加大技术创新投入,从而充分激发环境规制对技术创新的诱发作用,推动西部地区环境与经济的协调发展。
Destruction and deterioration of the environment has became the biggest challenge in the western region. Based on the relationship of environmental regulation and technology innovation , the paper uses Western Region provincial panel data from 1999 to 2012 to make empirical study of the relation between environmental regulation and technological innovation from the perspective of environmental regulation tools. The results show that： command-control regulation and marked-incentive regulation both obviously accelerate technological innovation, and the effect of command-control regulation was better than that of marked-incentive regulation, recessive environmental regulation causes adverse effects on the technological innovation and technology innovation investment obviously accelerate technological innovation. Therefore , the western region in future should improve command-control regulation policies; speed up the construction of market process in western China, to create a good environment for the effective implementation of the marked-incentive regulation; Raise the public＇s environmental awareness, to play the role of the recessive environmental regulation; Continue to increase investment in technology innovation, in order to fully stimulate the induced effect of environmental regulation on technology innovation , to promote the coordinated development of environmental and economic in western China.
