摘要
农业基础设施的准公共产品属性以及与经济增长的高度相关性为政府实行项目融资提供了理论支撑,农业基础设施建设的巨大需求与政府供给资金短缺之间的矛盾为拓宽融资渠道,加快农业基础设施项目融资提供了动力。项目融资作为新时期基础设施融资的重要方式之一,由于其模式产生的背景、特点不同,且农业基础设施项目市场化程度、经营系数具有动态性,因此适应性各异。为促进各种项目融资模式在农业基础设施领域的广泛运用与顺利实施,需要从宏观上优化农业基础设施项目融资的实施环境,从中观上完善农业基础设施项目融资的机制设计,从微观上加强对私人部门参与项目融资的一系列具体政策引导,以实现政府公共部门与私人部门的合作共赢以及农民的最大受益。
Agricultural infrastructure＇s impure-public goods nature and high correlation to economic growth provided theoretical support for government to implement project financing, contradiction between huge demand for agricultural infrastructure and shortage of government funds provided an impetus to broaden the financing channels and speed up the project financing. As an important mode of infrastructure project financing, project financing mode had different adaptabilities, because of their different backgrounds, patterns, variable marketization degrees and business coefficients. In order to promote various project financing modes to use extensively and implement successfully, we need to optimize implementation environment from macro view, and improve mechanism design from middle view, strengthen a series of specific policy guidance for private sector from micro view, achieve public and private sector＇s win-win cooperation and farmers＇ maximum benefit finally.
