摘要
我国公路建设事业的快速发展带来了一系列突出的环境问题。虽然我国已初步建成一套贯穿公路项目建设前期、建设期及营运期的环境管理体系,但目前各个阶段的环境管理还不完整,技术方法也还存在缺陷。鉴于此,总结了公路建设各个阶段不同环节的环境管理现状,并着重探讨了目前公路建设项目环境管理中存在的主要问题,提出了相应的对策和建议,旨在为公路环境管理体系的完善提供决策支持。
The rapid development of highway construction has brought a series of prominent environmen- tal problems. The government has initially built up an environmental management system through the whole life of highway, including pre-construction, construction and operation stages, but the current environmental management system can＇t cover all phases of the whole life of highway effectively, and the management approaches also need improving. Given this, the paper summarizes the status of environmen- tal management at all stages of highway construction, and focuses on the major problems of highway envi- ronmental management system at present. Also, some countermeasures and suggestions are presented in this paper in hope of providing decision support for improving the highway environmental management system.
