Green urbanization and intensive urbanization is an important core of the new urbanization, and building a low-carbon community is one of the effective ways to achieve low-carbon urbanization. Through the fieldwork in the placement cell Cuiwei South Park in Hefei, by use of in-depth interviews and other qualitative methods, the status and problems in spatial layout, technical support and culture cultivation of low-carbon are analyzed. The paths and strategies of the low-carbon transformation about placement cell is also discussed. The research shows that there are some problems in the community, like the whole spatial layout is not compact, lacking of enough support of low-carbon technologies, the weakness of institutional and cultural construction of low-carbon, the extensive use of energy and so on. Some measures in late planning of the cell were suggested: to improve the space utilization by use of the tour series structure, to reduce the carbon emissions and carbon sequestration by designing the green roads and spaces, to beautify the space environment, to create a low-carbon environment by use of the low-earbon building technology, the green decoration and the green background. Innovating and using the low-carbon technologies, completing the low-carbon system and fostering a low-carbon culture are strong supports for building a low-carbon community. This paper aims to provide a new perspective and practical basis for the low-carbon transformation of the placement cell in the city.
