摘要
社会资本参与公立医院改革涉及到政策、医疗市场、医疗保障、医务人员、人民群众、出资人等多方利益关系。关键是如何落实服务准入、监督管理等方面同公立医院一视同仁,另外在土地、税收、资金、医保定点、科研立项、职称评定和继续教育等方面,应与公立医院享受同等待遇。
Social capital＇s participation in the reform of public hospitals involves multi-stakeholder＇s interests including reform policy, health care market, health insurance, medical personnel, the masses and investors. The key is how to implement service access permission, supervision and management the same as public hospitals and ensure equal treatments with public hospitals in terms of land, tax, fund, designated insurance hospitals, research project approval, professional title appraisal and continuing education.
