摘要
美国南海政策的调整反映了其总体战略需求的变化,其最根本的着眼点在于维持战略平衡和区域稳定。奥巴马政府高调介入南海争端既与其积极重返东南亚有关,也与其推进亚太"再平衡"战略有关,更与其应对中国崛起的全局谋划有关。中美关系要超越历史上权力转移的陷阱,必须兼顾"直接关系"与"间接关系"两个维度,把握"核心利益"与"共同利益"两个关键,统筹"维权"与"维稳"两个大局,妥善处理好"大国是关键"与"周边是首要"之间的关系。倘若两国能够致力于构建一种面向未来的新型大国关系,南海问题将不会如国际社会所担心的那样成为不可破解之题。
America's change in its policy towards the South China Seas reflects changes in its overall strategic needs towards a core focus on maintaining a strategic equilibrium and regional stability.The Obama Administration's high profile intervention in the conflict over the South China Seas is related to its East Asian Pivot,and also to its strategic re-balancing towards the Asia Pacific Region,but comes more as part of its plan to respond to China's rise.For China and the U.S.to avoid following the historical trends associated with great power transition,they must consider both their direct and indirect interactions,manage their core and mutual interests,and work both to protect interests while maintaining stability.They must also strike a balance between managing great power relations and critical ties with their neighboring countries.If both states are able to work towards building a new type of great power relations,they can demonstrate that the worries of the international community regarding resolution of the dispute over the South China Seas are unfounded.
