摘要
认为城市管理的现实困境始于制度设置本身,其先天缺陷造成了实践中城市管理的困境;观念差异引发的冲突、行为期待差异引发的冲突和利益褫夺引发的冲突是目前"城管"与其管理对象之间发生冲突的具体原因。城市管理现代化既是提升城市管理水平,实现城市社会良性运行的可靠手段,也是城市管理的待实现的目标。目前,我国城市管理的制度性框架已经搭建起来,但功能结构还处于初始探索状态,经由管理重心外移管道实现管理主体大众化,是完善现有制度框架、优化功能结构、实现城市管理现代化的突破口。在目前的行政体制架构中,"1+X"模式是实现城市管理现代化的具体推进路径。
The dilemma of the urban management origi- nates from the institutional setting, which has caused birth de- fects in practice of the urban management. They are the specific reasons of the conflict between the ＂urban＂ and its managed ob- jects which caused by differences in ideas, differences in behav- ior expectations and the sudden deprivation of the interest. Mod- ern urban management can improve the level of urban manage- ment, to achieve the harmonious development of urban society, so it is the goal of the urban management. This system works in- stitutional framework has been set up, but the functional struc- ture of the state is still in the initial exploration. It is a break through the pipeline of the management focus outward to achieve the management body mass, to improve the existing institutional framework, to optimize functional structure, to achieve urban management modernization. In the current administrative system architecture, ＂1 ＋ X＂ model is the specific forward path to achieve urban management modernization.
