摘要
本文立足于目前我国城市管理中的公众参与现状,分析了城市市民参与的形态、实际效果及其原因。同时对国外参与城市治理的实践进行归纳,从中提炼出有益的经验和启示,提出目前我国应改变原有的政府主导型公众参与形式,建立基于城市管理全过程的公众参与路径,为进一步促进公众有效参与城市管理提供可行性建议。
Based on the present situation of public participation in China＇s urban management, this paper analyzes its patterns, actual effects and motivations, meanwhile, summarizing practices of foreign countries, in order to gain useful experience and inspiration. The article proposes a public full participation pattern in the whole process of urban management to replace the original government- oriented pattern, and provides practical suggestions for enhancing the effectiveness of public participation in urban management.
