摘要
公共外交概念诞生于美国,与生俱来便带有自我中心、单向度、言行不一等美国基督教思维烙印。中国是世俗化文明和社会主义国家,其公共外交超越了"美国性",但面临西式话语霸权,呈现出中国特色的公共外交悖论,典型的有:他者化悖论、异化悖论及实力与形象的悖论。中国人传统上笃信知行合一,现时代应以社会化外交概念超越公共外交的政府—民众二分法及硬—软实力的二元对立,实践中努力让增长的中国实力更具世界性,继而为外部世界所欣然接受、所心悦诚服,最终实现中西方的相互包容。中国梦的提出,为此指明了方向。社会主义核心价值观为国家富强、民族振兴、人民幸福的中国梦塑造了灵魂,提供了中国社会化外交的理念支撑。化中国梦为世界梦,才能克服中国公共外交悖论。
The concept of public diplomacy was born in the United States,with inherent American Christian thinking paradox. As a secular civilization,China's public diplomacy is going beyond the American paradox,but facing Western hegemonic discourse,which presents the paradox of public diplomacy with Chinese characteristics. Typically there is alienation paradox,the paradox of otherness and the strength-image paradox. China's public diplomacy mission is not unworthy to fall into hard- soft power dualism,but rather to turn China's rising power into cosmopolitan,so as to embrace and convince the outside world,and ultimately to achieve mutual inclusiveness between China and the West. The Chinese dream is towards that direction. The ultimately activeness of Chinese dream depends on continually tap its global significance,and promote the realization of the world dream.
