摘要
冷战后,美国为维持其世界霸权,保持唯一超级大国地位,制定了优势主导战略。为实施这一战略,美国多次发动针对中小国家的战争,妄图围堵其他大国,防止潜在的战略挑战者的崛起。但这种扩张政策是非理性的,它只能导致美国实力的无谓消耗,结果可能适得其反,美国建立世界帝国的梦想根本不可能实现。
After the Cold War, to sustain its world power and the status of the only superpower, United States worked out the strategy of primacy guidance. In order to apply the strategy, U. S. A frequently launches war on the middling--small countries to besiege other great countries and prevent the latent challengers from rising. However, this sort of expansion policy is not rational, it can only lead to the decrease of U. S. A, and there is no probablity of victory for its wish to establish a world empire.
