摘要
本文量化评估后发现:中国与老东盟五国在《中国—东盟自贸区服务贸易协议》(第二批)中的承诺开放度大小依次为:新加坡、中国、马来西亚、泰国、菲律宾、印尼;而且承诺开放度都比第一批承诺显著提高;各国的承诺开放度与相应服务业所占比重、服务部门比较优势之间未呈现出明显对称关系,《协议》的谈判更多是基于"部门对等互惠"意义上的"讨价还价"。
This paper evaluates the liberalization of the agreement on trade in services between China and ASEAN (the second round), and finds that the magnitude of openness of service market is as follows: Singa- pore, China, Malaysia, Thailand, Philippines and Indonesia; comparing with the first round agreement, the openness of service market is more extensive; the openness of service market is not obviously correlated with the ratio of service industry production and revealed competitive advantage of service trade, and the negotiation of service agreement based more on bid and offer method.
