港口船舶航行安全服务能力评价

摘要 港口船舶航行安全关系到港口的国际竞争力,合理地评价港口船舶航行安全服务能力有助于改善港口船舶的航行环境。通过问卷调研与因子分析,识别港口船舶航行安全服务能力的主要属性,并基于物元理论构建其评价模型,最后对宁波港域的船舶航行安全服务能力进行实证评价。结果显示,宁波港域在助航设施、船舶靠泊等硬服务能力方面评级较高,而在船舶交通服务等软服务能力方面评级较低。 Navigation safety of ships in a port area affects the international competitiveness of the port. A rational evaluation of the service capability of a port for ship navigation safety is helpful in improving the navigational safety environment of a port. Main attributes of navigation safety service capability of ports are identified through a ques- tionnaire survey and factor analysis, and an evaluation model for the navigation safety service capability of a port is built based on the matter-element theory. An empirical evaluation of the navigational safety service capability of Ningbo port is conducted. The result indicates that the marks for facilities, such as navigational aids and berths are very high, but the marks for services, such as vessel traffic service, is very low.
