摘要
针对现有廉租房退出方法出现的"拒退"和"骗租"问题,提出利用保障家庭的隐性收入信息和生活信息,构建二维柔性划分模型对保障家庭进行柔性划分。在该模型中,为保证评估信息的真实、可靠,界定了评估主体并设计了各评估主体的制约机制;为避免因刚性划分导致的结果与保障家庭真实经济状况的不匹配,采用模糊集合对刚性退出边界进行模糊化,实现了对保障家庭的柔性划分。通过实例验证了柔性划分的可行性,并针对划分结果给出了相应的退出效率提升措施。
To solve the problem that security family refuse to withdraw from low-rent housing and lie to rent low-rent housing,we propose a two-dimension flexible classification model based on invisible income and life information to screen security family that conforms to exit criteria. To ensure that the evaluators can give the true and reliable evaluation information,the flexible classification model designs the restriction mechanism of the evaluators. In order to avoid that the results and the real economy state of security family do not match,the flexible classification model uses fuzzy sets to fuzzy the rigid exit boundaries of security family classification. Finally,an example is given to demonstrate the feasibility of the two-dimension flexible classification model and some measures are given to improve the exit efficiency of low-rent housing security family.
