摘要
本文试图通过对建国以来,不同历史时期多层次结构的安全生产责任风险补偿办法及其作用的分析,就建立相互联系的安全生产责任风险专项基金,完善我国安全生产责任风险补偿制度,有效落实企业安全生产主体责任,充分发挥商业保险的社会保障功能等,提出了构建"以工伤保险为基础,以安全生产风险抵押金和安全生产责任保险为两翼"的风险防控体系的建议。
This paper analyses the various levels of safety production liability risk compensation and their roles in different eras after the foundation of the country. It proposes to establish a special fund of safety production liability risk, improve the system of safety production liability risk compensation, verify the enterprise＇s responsibility of safety production, and make full use of the commercial insurance＇s fimction as a social safeguard. In conclusion, the paper puts forward a suggestion to build a risk prevention and control system which is based on the work compensation insurance and supported by the safety production risk mortgage and liability insurance.
