摘要
新型城镇化的发展有利于解决"三农"问题,有利于产业结构调整和经济发展方式转变,有利于促进城乡一体化和社会主义新农村建设,有利于扩大内需。然而目前城镇化发展仍然存在着城镇化体系不合理、城镇化发展不平衡、农民市民化不完全、农村劳动者知识水平偏低、资源环境问题突出等问题。因此从科学发展的理念下去探索新型城镇化的内涵和构成要件,新型城镇化的发展应该坚持以人为本为中心,坚持以新型工业化为支撑和动力,坚持以农业产业化为基础,坚持以第三产业为新兴动力,坚持以公共基础设施为保障,坚持以可持续发展为本质,坚持以和谐社会为最终目的。
The development of new urbanization is advantage to resolve the problems of agriculture, farmer and rural area, upgrade industrial structure and change the mode of economy development, promote the integration of urban and rural areas and the construction of a new socialist countryside, and expand domestic demand. However, there are many problems in the development of China＇s urbanization, such as irrational urbanization system, unbalanced development of urbanization, inadequate civilization of farmers, low knowledge level of rural laborers and highlighted resources and environmental problems, and so on. This paper studied basic connotation, elements of new urbanization from scientific development. The development of new urbanization should insist on the people-oriented as a center, regard the new industrialization as a support and motivation, take the industrialization of agriculture as the basement, adhere to the tertiary industry as the emerging power, take the public infrastructure as the safeguard, insist on the sustainable development as the nature, take the harmonious society as the ultimate goal.
