摘要
贯彻落实科学发展观是一项社会系统工程,它不是某一方面的单兵突进,而是许多相互影响、相互制约的要素、环节、方面的紧密配合、协同作用、共同努力。为此,要在发展理念与思路、制度设计与政策运作、路径选择、实施过程、评价考核机制等环节全面贯彻落实科学发展观,以获得最佳的整体效应。
It is a social systems engineering to carry out scientific development view.It is not to advance rashly on one side but to need the coordinate function of many elements,links and parts that affect and restrict each other.In order to achieve the best results,we must carry out scientific development view on each link such as the development idea,institution designing,policy handling,way choosing,implementation process,evaluation mechanism,etc.
