摘要
在转轨过程和开放系统中 ,政府经济功能的设计、调整和改革 ,需要树立动态观、均衡观和系统观。强化和优化政府经济功能 ,完成政府职能转变 ,在改革中不断地自我完善 ,实现相对均衡 。
In the change course and open system, for the design, change and reform of governmental economical funcition, governments have to create the active outlook, the balance outlook and the systematic outlook, to streng then and seek optimally governmental economical funcition, to perfect themselves, to carry out balance and to build a good economical loop system.
