摘要
城市市容市貌的整治一直是一个"老大难"问题,如何平衡摊贩群体的基本生存需要和公共利益,如何缓和城管执法队员和摊贩间的紧张关系,对于社会主义和谐社会的构建具有极为重要的现实意义。针对现行的城管执法模式进行分析,以此为切入点,阐释其背后的利益分歧是导致二者间冲突频发的根源,进而借助利益均衡的理念提出有针对性的对策,寻求解决问题的路径。
Street environment intervention has always posed a large and difficult problem for municipal administrations across China because of the difficulty in balancing the general public＇s need for a clean and orderly city environment and the street vendors＇ need for economic survival. Taking as a point for departure the analysis of the current modus operandi of Chengguan or urban administration officers, this paper finds that a conflict of interest is the primary source for frequent clashes between the two parties; it also proposes that a solution to the problem lies in finding measures that can balance the interests of the involved parties.
