摘要
大学章程是高等学校依法自主办学、实施管理和履行公共职能的基本准则,具有权威性、规范性和法定性的基本特征。当前,章程已成为地方性本科院校办学的重要依据。地方性本科院校加强章程建设有利于扩大办学自主权、完善内部治理结构、保障学术自由、推进民主管理和彰显社会价值。地方性本科院校加强章程建设需要坚持以人为本、推进民主公开、深入研究分析、充分沟通协调和健全制度体系。
Running charter is an important basis for Local Universities. Local Universities charter is the Path：Adhere to the people-oriented, constitution-building through the legitimate interests to protect teachers and students; Promote democracy openly, through charter school building to promote scientific management ;In-depth research and analysis, through the constitution-building concise local schools; Adequate communication and coordination, through the constitution-building to rationalize the relationship between schools and local governments;Sound system, through the constitution to advance law school building.
