摘要
新世纪以来,美国与菲律宾关系虽受到多次冲击,但始终维持着同盟关系,一个重要原因是双方出于南海因素的考虑。美国方面不希望中国在南海对其"自由航行权"构成负面影响,菲律宾则希望在与中国南海争议中尽量争取外部力量支持并占据有利地位。从美菲同盟整体关系上来看,南海问题总是在关键时刻起着"稳定器的作用"。从美国对菲军售军援的具体政策上看,随着南海紧张局势的升温,军售军援金额也总是会相应增加,以示美国对菲律宾的支持。尽管如此,美菲双方尤其是菲律宾一方在处理这一问题时,仍不可避免地要受到中美关系大格局的影响。
Since the new century U. S. -Philippines relations endured repeated impact, but the alliance still maintained. This is because both sides view South China Sea as a key factor. The USA worries that China would challenge its freedom of navigation, and the Philippines hopes that it could occupy a favorable position in the island disputes. From the perspective of the whole U. S. -Philippines alliance, South China Sea Issue always plays a role of stabilizer at the key moment. Through the specific policies of arms sales and military aid from the USA to the Philippines, the USA always increases the amount to signify its support for the Philippines as the tensions in the South China Sea rise. However, both sides will be inevitably influ- enced by the situation of China-U. S. relations when dealing with this issue.
