摘要
近年来中西学界已经就政府绩效管理中价值理性与工具理性融合的趋势达成了共识,然而我国业界实践中两大理性还有所偏废。为落实十八届三中全会提出的新要求,业界必须要做出调整。基于文本分析和业界访谈获取的纽约实践资料,可以呈现其通过政府的回应性、公众的参与性、绩效管理的科学性和过程的调适性确保两大理性的融合。
The academy of the West and the east has reached a consensus recently that the value rationality and instrumental ra- tionality be combined during the management of government performance. However, in the practice of China, the rationalities are not equally paid attention to. In order to realize the new objectives set by the third plenary meeting of the 18th session of CPC, the practitioners have to make some adjustments. The data from text analysis and practitioners' interviewing can reveal that the responsiveness of govemment, the participation of the public, the science of the performance management, the adjustability of the progress of New York practice in the management of government performance insure the rationalities combination.
