摘要
服务型政府的构建不是一蹴而就的,而是一个渐变的过程,在其发展过程中呈现出两种相对独立的形态:积极服务型政府和回应服务型政府。两阶段存在着对服务型政府本质实现程度不同、动力结构不同、所处行政环境不同等六方面差异,两个阶段将以渐进式和分步走的方式实现在公民本位前提下从政府积极向公民积极过渡,其间政府应构建公民社会成熟度监控体系和服务型政府阶段测评体系作为工具。
Constructing a service-oriented government can't be achieved overnight;rather,it is a gradual process during which there are two relatively independent development stages: positive service-oriented government and responsive service-oriented government.They differentiate from each other in six aspects including the extent to which the service-oriented government is essentially established,the motivational structure and the administration context.With a civil society as the precondition,the two stages,in a gradual and step-by-step way,will bring about a shift from a positive government into positive citizens.Meanwhile,the government should construct such tools as maturity-monitoring systems for the civil society and stage-assessment systems for the service-oriented government.
