摘要
互联网的高速发展给各国带来了诸多法律问题,而网络谣言的治理问题首当其冲。印度政府自2000年开始规制信息技术产业,针对网络谣言的治理进行了很多努力,并取得了一定成果。本文通过对印度的宪法、网络专门立法、机构建设和网络自治等方面进行研究,整理并梳理出其十余年在网络谣言治理方面的经验,以期为思考我国网络谣言治理方式提供有益借鉴。
The fast development of the Intemet has brought many legal issues to each country. The first is the one concerning regulations to deal with Intemet rumours. The Indian Government has made great efforts to deal with Intemet rumours and made some achievements since the year 2000, when IT industry began to be regulated. The article studies the Indian Constitution, special legislation concerning the Internet, set-up of special institutions and Internet self-regulation, summarizes experience out of their 10-year practice in dealing with Internet rumours, aiming to get some beneficial insight from their experience, which we can use to deal with Internet rumours.
