摘要
宁蒙沿黄地带是我国黄河流域国家级能源原材料基地,也是西北资源型城市及资源型产业密集区之一。与其他资源型产业密集区相比,该区域位于黄河流域中上游的特殊地理位置,使其必须协调好产业结构演进与资源环境刚性约束之间的关系。本文采用产业经济学、统计学、计量经济学、GIS中的相关方法和技术,通过构建工业结构特征偏向指数来分析宁蒙沿黄地带工业结构的环境污染特征,并运用产业多样化指数、相似指数、区位商等指标从工业内部结构出发深入分析其工业结构环境污染特征演变的影响因素。研究结果表明,宁蒙沿黄地带大部分地区工业结构都表现出废水排放强度有所提高、固体废弃物排放强度明显上升的趋势,部分地区的二氧化硫排放强度与粉尘排放强度也有所增强。这种工业结构环境污染特征的演变主要受到以煤炭开采与洗选业为主的重工业高速发展、区域工业结构表现出一定单一化趋势等因素的影响。
Areas along the Yellow River in Ningxia and Inner Mongolia are not only the national energy and raw material base of the Yellow River basin, but also contain resource-based cities and resource-oriented industries important to northwestern China. These areas must coordinate the relationship between the evolution of industrial structure and rigid constraints imposed by the resource environment because of its special location in the middle and upper reaches of the Yellow River. Based on correlative methods from industrial economics, statistics, econometrics and GIS, we analyzed the environment-pollution bias of industrial structure in this area using the ICB index. We also looked at factors influencing the evolution of the environment-pollution bias of industrial structure from the internal structure of industry using the industrial diversity index, similarity index, location quotient index. The results show that most of the areas along the Yellow River in Ningxia and Inner Mongolia have a high wastewater-discharge intensity of industrial structure with a constantly strengthening trend in industry solid waste discharge. However, in some areas, the industrial SO2 and dust emission intensity of industrial structure has been improved. There are three main factors which impact the ewglution of the environment-pollution bias of industrial structure. First, heavy industry has rapidly developed, especially coal mining and the washing industry which are pillar industries in this region. Second, the tendency of simplified industry dominated by heavy industry aggravates environmental pollution. Third, the similarity of regional industrial structure will produce superposition effects on environmental pollution.
