摘要
空域资源利用率低已成为制约空中交通发展的主要因素。首先,探讨了欧洲空域灵活使用(FUA)的关键要素和空域划设等内容;然后,阐述了FUA的管理和应用;最后,结合我国空域管理实际提出了我国FUA管理的能力构建、组织和系统架构等设想,以构建FUA管理体系。
The misuse of the airspace becomes main limiting factors for the air traffic develop- ment. Firstly~ the key elements and the airspace design for the flexible use of airspace （FUA） in Europe are presented. Then, the management and the application of the FUA are described. Fi- nally, the combined airspace management visions for the FUA management in China are proposed based on the reality, including the capability construction, the organization and the system structures.
