摘要
社会参与减灾救灾的重要性使得全球范围内的学者都在探索减灾救灾过程中有效社会参与的组织管理方法。社会组织作为重要的社会力量,虽然在应急管理体系之中正在逐步形成对政府资源的有效补充,但政府治理结构的转型仍然面临着诸多不足。要总结国内外相关经验,立足国情,进行合理、明晰的组织结构设计,目的在于明确多元主体在应急管理治理领域的各自地位,以保证其参与应急多元治理的科学性与规范性。分析目前城市自然灾害风险应急管理体制的现存问题,并对国外减灾救灾社会参与实践的经验总结,对治理模式多元化下的组织结构进行了设计探索。
The importance of social participation in disaster reduction and relief encourages worldwide scholars to explore effective organization methods of social participation in the process of disaster reduction and relief. As impor- tant social power, Social organizations are gradually becoming an effective supplement of governmental resources in the emergency management system, but the transformation of government governance structure is still facing many deficiencies. To design reasonable and clear organizational structure on base of drawing on experience at home and abroad and combine China~ national conditions. The main purpose is to define their position in the field of emergen- cy management to ensure their participation in the scientific and normative. This paper analysis the existing prob- lems of urban natural disaster emergency management system, and combine the practical experience of foreign coun- tries, make design exploration on the organizational structure of multiple subjects were involved.
