摘要
员工招聘职能外包作为减轻企业负担的一项有益尝试,如今已经获得越来越多企业的认可。以广西电网公司为研究对象,分析了国有电力企业现有员工招聘制度存在的弊端,论证了电力企业员工招聘职能外包的必要性和可行性,并且按照招聘外包的业务流程,从成立招聘外包管理机构、确定外包内容、选择外包服务商、签订委托合同、监督外包服务商工作、人员最后甄选和接收、招聘效果评估7个环节为广西电网公司设计了一套员工招聘职能外包方案,以期对于深化电力企业招聘体制改革起到带动和示范作用。
Being as an useful attempt for lighten the burden on enterprises, recruitment outsourcing has been received by more and more enterprises at present. Taking Guangxi Grid Corporation as a study object, this paper analyzes some disadvantages existing in current recruitment system of state-owned power enterprises, demonstrates the necessity and feasibility of recruitment function outsourcing of state-owned power enterprises, and according to the operation flow of recruitment outsourcing, designs a set of recruitment function outsourcing schemes for Guangxi Grid Corporation from seven aspects of establishing recruitment outsourcing administration, determining outsourcing contents, selecting outsourcing service providers, signing commission contracts, supervising the work of outsourcing service providers, final selecting and receiving of personnel, and evaluating the effect of recruitment, hoping to play the modeling and leading role in deepening the recruitment system reform of power enterprises.
