摘要
安全生产重大事故持续发生,需要构建安全生产监督管理体制,为此,中央提出要构建安全生产党政同责、一岗双责、齐抓共管的责任分配体制。该体制通过党政同责把地方党委纳入进去,通过一岗双责把政府系统的相关部门纳入进去,创新性强。一些地方进行了党内法规制定与政府立法联合、给下级党委施加管理职责的尝试和探索,但是广度和深度均不够。体制的顶层设计和逐级立法须科学理解该体制的内涵,合理分配党委常委的职责,落实管行业、管业务和管生产经营者的安全监管责任,实现责任全覆盖。此外,还应当解决监管体制运行的能力建设问题,即加强机构与队伍建设、加强培训教育、加强知情保障和加强装备建设。
continuous accidents show that there are many problems on our regime of work safety. So Central Committee of Communist Party advanced the assignment regime of both responsibilities of the Communist Party and the government for work safety, double responsibilities for their own jobs and related responsibility of work safety, and all - round participation of supervi- sion on work safety should be constituted. This regime absorbs local committee of Communist Par- ty into responsible system through provisions on both responsibilities of Communist Party and the government. This regime absorbs relative department of government into responsible system through provisions on double responsibilities for their own jobs and related responsibility for work safety. So the innovation is obviously. Some local government tried to constitute this kind of regime through combined legislation by Communist Party and the government. But the breadth and the depth are not enough. Before we constitute this regime from the top level and local level, we should understand its content scientifically. We should assign standing members of committee of Communist Party reasonable responsibilities for work safety, and implement supervising responsi- bilities for work safety undertaken by those departments who supervise industries, business and produce or management. Only through this way, we can realize the target of all - round participa- tion of responsibility. In addition, abilities of enforcement of this regime should be strengthened. At the end of this article, the author advances suggestions on resolving problems on organizations, training, right to know and equipments.
