摘要
智库是社会进步的产儿,是影响政府决策和推动社会发展的一支重要力量。建设世界水平的能源智库为国家和石油公司提供能源发展战略咨询,对保障国家能源安全、实现可持续稳定发展、增强能源企业国际竞争力都具有重要意义。文章介绍了智库的定义与活动方式、当前全球这类组织的发展状况,进而阐明了建立我国能源智库的重要性、紧迫性,并对如何在建立和发展高水平的能源智库提出建议,具体措施包括:要具备广阔的国际视野;要保持研究的科学性、客观性和独立性;要注重发挥特色,打造品牌;要努力汇集高素质的创新人才;要改革智库管理运行机制。
As a product of social progress,think tank is an important force to influence the governmental policies and promote social development.A world-class energy think tank can provide advisory service on energy development strategy for the State and oil companies.This is of great significance to secure national energy supply,bring about sustainable and stable development and enhance the international competitiveness of energy enterprises.This article briefs about the definition of think tank and ways of its activities as well as development of such organizations worldwide.It also elaborates importance and urgency of establishing China's energy think tank and makes suggestions on how to establish and develop a high-level think tank.The concrete measures include broad international vision,use of scientific methods for research,objectivity and independence,highlight of characteristics,creation of brands,attraction of high-quality and creative talents,and reform of the management and operational mechanism of think tank.
