近年来，伴随着中国每年近10％的经济增长速度，城市化进程不断推进，大规模城市空间扩张随处可见。为了有效满足我国城市高速发展的需求以及适时推进城市化进程，土地开发行为势在必行。同时，由于当代科学技术的发展，现代化的施工装置及设备也使得原本不太适宜或者根本就不适宜开发的地段其发展成为可能，土地的大面积开发成为必然趋势。
