摘要
高校基建项目投资大、影响范围广,选择合理和高效的基建管理模式成为关键。常用的管理模式有3种,即自管模式、共管模式及代建制模式。通过对不同项目管理模式的综合分析,提出选择高校基建项目管理模式的主要影响因素。然后运用层次分析法分析,用系统化的方法确定可定因素和非可定因素,提供一种结构化、简单化的择优方法。该文方法可给选择基建管理模式的高校提供一定的依据,为建立一套科学有效的基建管理模式选择机制和办法提供决策支持,从而在项目的前期运作和组织搭建过程中对管理模式的选择有一个明确的目标和方向,提高业主在项目建设中的主动性。
The investment of university capital projects is large, and has a wide range of effects. Therefore, the selection of rational and efficient capital construction management modes is significant. The most often used models include the self-management model, the co-management model, and the deputy construction mechanism. Through comprehensive analyses of the three different management models, the main factors were presented in choosing a specific model, with the analytic hierarchy process then utilized to systematically define the certain and uncertain factors, which is a structured and simplistic optimal method. The analyses provide a basis for universities to select the capital construction management models, which support the scientific decision making in model selection, with goals and directions of the management model selection clearly determined during the pre-operation of the projects and organization establishment procedure, thus improving the initiative of the property owners.
