摘要
中国华电集团公司始终把发展水电作为优化能源结构的重要手段,坚定不移地贯彻落实国家"在做好生态保护和移民工作的前提下大力发展水电"的方针,把移民工作作为水电工程建设的重中之重,着力构建水电开发的民生工程,牢牢把移民利益放在首位,不断探索和创新移民安置举措,率先试点、全面践行"先移民后建设"新方针,率先研究、全面采用"长效逐年补偿"安置方式,积极推行"统规代建",与地方政府合力建设移民工程,创新开展流域移民安置总体规划研究,超前谋划移民搬迁安置和长远发展,全力做好水电移民工作,为华电集团水电建设健康、快速发展打下了坚实的基础。
China Huadian Corporation always takes the development of hydropower as an important mean to optimize energy structure and unswervingly implements the policy of ＂Developing hydropower vigorously on the premise of doing good job in ecological protection and resettlement＂. The Corporation takes the resettlement as a top priority in the construction of hydropower project and firmly put the interests of immigrate in the first place to build hydropower development as livelihood project. The initiatives of resetdement are continuously explored and innovated, which including firstly implementing the policy of ＂Resettlement Prior to Project Construction＂, firstly studying and adopting the resettlement way of ＂Yearly Long-term Compensation Mode＂, actively promoting the system of ＂Centralized Planning and Construction Agent＂, and innovative to research master plan of resettlement in a watershed. These innovations make the hydropower resettlement being smoothly carried out and lay a solid foundation for the healthy and rapid development of hydropower in China Huadian Corporation.
