摘要
当前,中小学的组织结构有向事业部型结构和矩阵型结构演变的趋势,这两种结构有利于解决学校内部的分权和有效协调问题。采用事业部型和矩阵型组织结构的中小学,有可能面临学校事业部忽视整体利益、事业部之间相互支援困难、机构重叠、破坏命令统一原则、项目组织与职能组织负责人存在职权差距等问题。解决这些问题,中小学需要谨慎决定是否采用事业部型和矩阵型组织结构,区分职能把握好分权和集权的程度,从内外采取措施破除事业部之间的隔离以加强其协作,注意控制总部和事业部的职能机构膨胀,确保项目组织的活动定时、定点、定内容,让具备较强个人领导力的人担任项目组织负责人。
Recently, the organizational structures in primary and secondary schools are changing into divisional and matrix structures. These two structures are beneficial for decentralization of authority and effective coordination. Schools which adopted these structures will face the problems such as the divisions' neglect of overall interests, mutual support difficulty between divisions, organizational overlapping, destruction of the unity of command, authority gap between the managers of project organization and functional organization. To solve the problems, schools should decide cautiously if they will adopt the divisional or matrix structures, deal with the degree of authority decentralization properly, remove the isolation between divisions, restrict the expansion of functional organizations, arrange the activities of project organizations explicitly, and select leaders with better leadership skills for project organizations.
