摘要
"行政人"如何忠于民主政治及其基本价值,而不以自己的职业资源破坏民主政治的运行,是现代行政伦理的核心价值及其所生发的全部规范的基础。长期以来反腐倡廉工作的内在逻辑是以思想教育方式构建官员的行政伦理基础,但反腐倡廉实际效果告诉我们,思想教育方式对于行政官员行政伦理修养的提升缺乏经验案例的证实,其实际效果非常有限。反腐倡廉工作要取得成效,关键是在注重思想教育工作的同时,加强外部控制机制的建设。
How to ensure that ＂government staff＂ are loyal to their democratic politics and its basic values, without undermining the operation of democratic politics with their professional resources is the basis for the core values of modern administrative ethics as well as for the totality of its standards. For a long time, the internal logic of the anti-corruption cam- paign has been the construction of administrative ethic basis by means of ideological education. However,the actual effect of the anti-corruption campaign shows that such education failed to offer proof for the elevation of government staff＇s administra- tive ethics, and the actual effect is very limited. Effective anti-corruption campaign relies on both ideological education and the strengthening of external control mechanism.
