在寻找整装优质储量愈来愈困难的情况下,盘活低品位的难动用储量已成为国内气田稳产乃至上产的重要途径之一。为此,提出了一种小型集海上天然气液化、储存和装卸为一体的新型浮式装置(FLNG)开发方案,分析了小型FLNG技术的发展现状及关键技术实施的可行性,并以某海外气田区块A为例,对小型FLNG开发方案和传统开发模式进行了经济性对比。结果表明:在保证小型FLNG装置滚动生产期限的前提下,区块A难动用储量经小型FLNG装置加工、转运和销售后,LNG到岸价格基本满足目标市场的消费水平,保证了上、下游同时实现10%内部收益率的要求。同时分析了小型FLNG方案还可通过成本控制、市场细分、管理模式创新、申请优惠税费政策等手段来进一步提升经济效益。结论认为,在国内外争夺海上油气资源日益激烈的前提下,小型FLNG方案已成为盘活海上天然气难动用储量的可行性方案,虽然尚未有具体的工程化应用案例,但是应综合考虑小型FLNG技术的优势与风险,采用可靠的工程化技术手段并利用其他海上类似工程应用经验,加快推进小型FLNG技术的发展与工程化应用。
As high quality reserves becomes too difficult to discover, exploring and utilizing such low-grade or difficult-to-produce re- serves has become one of the important ways for maintaining stable gas production in China. Thus, we proposed a development plan by use of small-scale floating LNG (FLNG) technology and analyzed the status quo of this technology as well as the key technical points and the possibility of their implementation. In a case study of the Block A in an overseas project, we made economic compari- son between the proposed FLNG plan and the traditional development mode. Results show that on the premise of ensuring at least some years' rolling production of FLNG in Block A, the CIF (Cost Insurance and Freight) of LNG processed, transferred and sold by the FLNG devices will basically meet the consumption need of the target market and also realize a 10% IRR (Internal Rate of Re turn) for both the upstream and downstream. Also, we suggested that this FLNG plan would obtain an extra benefit headroom by budgeting control, market segmentation, management innovation, application for referential tax policy, and so on. Under the current global situation of increasingly fierce fight for offshore oil and gas resources, it was concluded that the FLNG technology will be effective and feasible for developing such difficult-to-produce offshore oil and gas reservoirs. Although without any concrete case histo-ries, we should take a full consideration of both risks and advantages brought by the FLNG plan to accelerate its development and application by adopting reliable technical means and employing experience from other similar offshore projects.
