摘要
高职院校二级管理中职责和权利的分配关系着二级管理的成败。职权分配不清产生了职能范围模糊、职权对应偏差、资源配置失衡、运行机制不顺等问题。基于矩阵组织结构,将职权分为校职权、院(系)职权两个层级,校专享职权、校院(系)共享职权、院(系)专享职权三个类别,纵向职能管理职权和横向项目管理职权两个系统,构建了二级管理职权分配体系。
The distribution of responsibilities and rights is critical to the success of the second- level management of high vocational colleges. An unclear distribution brings about a number of problems such as indistinct function scope, biased correspondence between responsibilities and rights, misallocation of resources and disordered operational mechanism. Based on the matrix organizational structure, the responsibilities and rights are divided into two levels--the college level and the secondary institute level, three categories, namely the college, the secondary institute and the shared, two systems, namely the vertically operational and the horizontally operational system. Thus, a system of second-level management distribution of responsibilities and rights is built.
