摘要 从能源、环境和经济协调发展的角度构建我国能源安全评价指标体系,采用因子分析法确定指标权重,3西格玛法则划分指标状态并赋值,用加权求出的综合评价值分析1986~2011年能源安全形势.研究发现这26年能源形势在紧张与缓和间徘徊,但总体状况基本安全;能源形势2001-2011年问较1986-2000年严峻,但“十一五”时期有所好转,这些基本符合我国能源安全实际状况,该方法能较好地评价我国能源安全. The energy security evaluation index system from the perspective of coordinated development of energy, environment and economic was constructed, then factor analysis method was used to deter- mine index weight and 3-sigma rule was used to divide index state and give scores. Finally, through weighted sum, the comprehensive evaluation value was calculated and used to analyze energy security condition from 1986 to 2011. It was found that energy situation hovered between tension and ease in the past 26 years, but the overall situation was basic safe; energy condition during 2001 to 2011 became grimmer than 1986 to 2000, while it was improved during the "Eleventh Five-Year', which basically matched actual energy situation, so this method can evaluate China's energy security properly.
