摘要
20世纪90年代以来,在全纳教育所倡导的为每一位特殊需要的学生提供免费、适合与公平的教育理念的影响下,美国特殊教育出现了新的发展。美国特殊教育的政策和实践逐步实现了从隔离到融合的转变。美国特殊教育实施的政策与法规、特殊教育的具体实施、特殊教育教师的专业发展以及美国特殊教育的政策与实践的新特点与发展走向,对中国特殊教育的一体化发展无疑具有重要的借鉴价值。
Since the 1990s, under the influence of inclusive education which advocates the idea of providing every student in need of special care with free, suitable and fair education, fresh developments have occurred in American special education. And its policy and practice have gradually accomplished the transformation from isolation to combination. Those American special educational policies, regulations, specific measures, and related teachers' professional development and new features and trends, undoubtedly have essential reference value for the progress of special education integration in China.
