摘要
关注并推动残疾预防是我国残疾人事业和国际残疾人事务的共同选择与重要任务。当前和今后一个时期,老龄化、工业化、城镇化和信息化步伐加快,转型期的中国依然面临着较大的残疾发生风险。必须加快建立健全残疾预防体系,制定和实施国家残疾预防行动计划,以科学、积极的态度,加强多部门各领域的协同,有效控制残疾的发生与发展,降低残疾对个体和社会所造成的影响。
It is a common choice and an important task of the work on disability both in China and around the world to care for and promote disability prevention.In the rapid process of aging,industrialization, urbanization and informatization of the Chinese society,Chinese population is facing high risk of disability.It is necessary to establish and improve a sound system of disability prevention,to formulate and implement a national action plan,to actively coordinate the relevant departments to effectively control the occurrence and development of disability,and to reduce the influence of disability on individuals and the society.
